Passer's Paradise is the first max 96 OVR Evolution in the FC 25 FUTTIES season. Not only does that allow you to upgrade high overall meta cards, but it also opens the potential for great chains. 

One potential is to combine it with the pre-order Early Bird Ultimate Edition 99 shooting Evolution that can give any card two 99 stats on shooting and passing. Even without chains, there are plenty of players where passing is only the missing bit to make them a monster card.
